10+2 Council

NWO's final goal is Global Government. This is the central notion, the epicenter of their plan. EU is the experiment of NWO's organizational and economic model for Groups. This will be applied in the three other Unions, American, Asian, African. And when all Unions exist, NWO will establish Global Government. After that, the four Unions will gradually become administrative divisions.

Global Government will make most decisions which Unions will implement. Global Government will have ministers and a president or prime minister. Instead of ministers, they may be called something else. EU's ministers are called Commissioners. European Commission is EU's executive branch that has twenty seven Commissioners, including the President.

AntiNWO STRONGLY OPPOSES GLOBAL GOVERNMENT because it is COMPLETELY UNNECESSARY and EXTREMELY HARMFUL. It is unnecessary because there are only VERY FEW GLOBAL issues that require handling at global level. It is harmful because there are very different conditions in the countries around the world that require special, unique policies instead of common.

There were some valuable conclusions drawn from EU's failed experiment. EU is ineffective and harmful because each country has different conditions that require different policies. Many people have been persuaded by NWO propaganda that common policies are good. COMMON POLICIES are UNSUITABLE for ALL COUNTRIES. COMMON POLICIES are like ONE SIZE FITS ALL clothing. 

EU has less than five hundred million people. EU is a total chaos because EU's common policies are unsuitable for each country. It will be even worse with the Global Government. The world has eight billion people. It will be chaos of astronomical proportions, if Global Government applies the same policies to all countries. EU's failed experiment showed that POWER should NOT be HANDED FREELY to SUPRANATIONAL ENTITIES.

NWO favors power at higher level. They like POWERFUL SUPRANATIONAL ENTITIES. Most powers will eventually be gathered by the Global Government. AntiNWO's plan has supranational entities, Groups (with optional Subgroups - Regions) and a global body. But supranational entities have the absolutely minimum authority for their proper functioning. POWER is given to SUPRANATIONAL ENTITIES with extreme CAUTION and PARSIMONY.

AntiNWO accepts that there are global issues that require handling at global level. But these are very few. MOST ISSUES are NOT GLOBAL. In AntiNWO's plan, there is a global body that will deal adequately and efficiently with the very few global issues that exist. This body is the 10+2 Council since in AntiNWO's spectacular plan there are 10+2 Groups.

Currently there are world organizations like United Nations, World Bank, International Monetary Fund, World Trade Organization, World Health Organization, International Telecommunication Union. United Nations is actually a group of organizations with many agencies. It is doubtful that the existing world organizations can handle effectively the few global issues.

In the 10+2 Council, each Group will have one delegate but there will be a supporting team for assistance. TWELVE PEOPLE can FIT AROUND a TABLE in a CONFERENCE ROOM. Discussions are a lot more efficient and effective when twelve (12) people are talking instead of one hundred and ninety five (195), the number of the countries in the world. How each Group will choose the delegate and the supportive team would be its own decision. There are several ways this can be done.

In AntiNWO's organizational and economic model, there are two Councils in Groups. The main would be the Council of Ministers for the Group's Affairs. Unlike in EU, the composition will not change according to the topic. Also there will be a Council of Heads of States or Governments. One of these two Councils can choose the delegate and the supportive team. Or this can be decided by the national parliaments with proportionality.

One option would be the Council of Ministers to be the supportive team of the delegate. If this does not happen, the delegate will be cooperating with one or both Councils. Someone should preside in the 10+2 Council. This can be done in rotation. Each Group will have the presidency for a certain period and the Group's delegate will be the President.

Olympian Gods, Labors of Hercules, Jesus's Apostles, minor prophets, tribes of Israel, Solomon's administrators, Muhammad's successors were TWELVE. Twelve are the months of the year, the hours of day and night, zodiac signs. Alternatively, the President of the Council could be someone other than the delegates and the COUNCIL will have 12+1=13 THIRTEEN MEMBERS. Religious people can think that Jesus, Muhammad, Buddha etc could come to earth and preside.

Suppose that each delegate has one vote. If there is a tie, six in favor and six against, the President will make the decision. If there are thirteen members, there can be no tie. Alternatively, each delegate's vote can have a weight proportional to the Group's population. Proportionality could be strict or degressive. If there is a proportional weight on each vote, it will be very difficult to have a tie.

The 10+2 Council could make the final decisions or bring them for approval by the National Parliaments. Each country's vote will have a weight proportional to the population. Proportionality could be strict or degressive. In strict proportionality, the weight is equal to the percentage of population. In degressive proportionality, smaller countries have higher weight than the percentage of their population.

The 10+2 Council can have headquarters but this is not necessary. Whether there will be headquarters and their location could be decided in the first meetings of the Council. It is possible not to have headquarters. In that case, meetings will be held in rotation, in the 10+2 Groups. This will also happen in the start, until the headquarters are ready, if it is decided to have them. Alternatively, the facilities of a world organization could be used temporarily.

We should emphasize that the 10+2 Council will NOT be GLOBAL GOVERNMENT. It will deal ONLY with GLOBAL MATTERS which are very FEW. Nevertheless, it will have great PRESTIGE. It can assist relations between Groups, cooperation, coordination, peace and prosperity around the world. It will have an important role but will not deal with issues that are not global. Most issues are not global.

AntiNWO will make available to Groups the best systems in the world in transportation, education, health, public administration etc. It will be optional for countries to implement these but which country would not want to have the best systems in the world? There may have to be adjustments for each country's special circumstances. The 10+2 Council can offer a great assistance in that effort as well.

AntiNWO will SUPPORT certain people for a SEAT in the 10+2 Council, if they GREATLY ASSIST AntiNWO's magnificent plan. Most likely, these will be former heads of states or governments but it is not a requirement. Anyone that somehow greatly assists AntiNWO's plan will have AntiNWO's support. Although the Council will deal only with global issues which are very few, it will be a very PRESTIGIOUS position and an excellent way to end a political career.
