Swap's decision
AntiNWO has finalized the composition of the two European Groups, Western and Eastern. All Eastern European countries are in Eastern European Group. Also ACA (Azerbaijan - Central Asian countries) are included. Central Asian countries are Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan. Nevertheless, two swaps could happen, PCB (Poland, Czechia, Baltic countries) for Italy and ACA for Turkiye.
AntiNWO accepts swaps between two Groups, if four requirements are met; a) parts exchanged are at the borders b) parts have equal population c) parts agree d) Groups agree. Not all the Group has to agree but the majority of it. There is a question about which countries in the Eastern European Group will be involved in the decision regarding the two swaps.
Countries that will certainly participate in the Group will be involved. These are Balkan countries, Hungary, Slovakia, Ukraine, Russia, Belarus, Georgia, Armenia. If PCB pledge to participate, they will be included in the decision making regarding ACA - Turkiye swap. If Italy's participation is finalized, it will be included instead of PCB. If ACA pledge participation, they will be included in the decision making regarding Italy - PCB swap. If Turkiye's participation is finalized, it will be in the decision making.
These are the general guidelines that need further explaining. They have to be combined with the processes for the formation of Eastern European Group that have been explained in previous articles. As far as we know, ACA have already pledged participation in Eastern European Group. This matter has settled but could change. If somehow a swap is agreed and the requirements are met, it will be acceptable by AntiNWO.
In AntiNWO's very first plan, Turkiye was in Eastern European Group but this later changed. AntiNWO had for some time the two options open. Either Turkiye or ACA could be included in Eastern European Group. AntiNWO was presenting arguments for Turkiye's participation but Turkiye was negotiating with NWO to join EU. They were also cultivating relations with ACA.
ACA were rightfully concerned about their placement in a Group and pledged participation in Eastern European Group. Perhaps, one important reason for their pledge was that they are in Commonwealth of Independent States (CIS). Turkiye could have been in Eastern European Group, if instead of negotiating with NWO to join EU, had pledged participation before ACA. As matters stand right now, ACA are in the Group and Turkiye is out.
There are two ways the formation of Eastern European Group can proceed; a) two temporary independent Groups that will merge in the future b) CIS enlargement. According to AntiNWO's recommendation, there will be two relatively independent Subgroups in Eastern European Group, Western and Eastern. Eastern already exists as Commonwealth of Independent States (CIS).
The rest of Eastern European countries will be in Western Subgroup. Ukraine and Moldova will also be in It, even though formally they are still in CIS. Ukraine has stopped participating and Moldova has announced intention to withdraw. Some of the countries that are designated to be in this Group could form a temporary independent Group in steps. This will later merge with CIS.
Technically, there would be no actual swap taking place in the case of Italy. It is described like this, relatively to what the Group would be according to AntiNWO's plan. It will be an addition to the temporary Group. Either Italy or PCB could be included in some step of enlargement. If it is the first step, the start of the Group, there would be no decision by members for the addition since there will be no Group prior to the first step.
Suppose that Italy or PCB pledge to participate in the temporary independent Group, after some countries are already in. The existing members will decide for the addition of new members, not only PCB or Italy but any members. If the temporary Group has already merged with CIS, the new larger Group will decide regarding the addition. The decision of the countries in Western Subgroup could carry more weight.
Suppose that Italy or PCB never pledge to participate in Eastern European Group. Eventually, all Eastern European countries will be left out of EU. Those that did not take care of themselves and did not exit EU early enough, will go through a major crisis. They will have only two options to be in; a) Eastern European Group b) no Group. Most countries will prefer the first one. PCB should be very careful because they could be left out of both European Groups
Suppose that a temporary independent Group can't be formed from some countries designated to be in Western Subgroup. Then, CIS enlargement process will be followed. The countries of CIS will decide for any addition. As far as we know, there should not be any objection regarding the participation of any Eastern European country. The timing the addition will happen is another issue.
Probably Italy could be accepted in CIS enlargement but this we do not know. Nevertheless, this question is only theoretical because it is very unlikely that Italy will have interest to be in CIS enlargement. But Italy could be interested to participate in the temporary independent Group that may be formed from countries of Western Subgroup. According to when this happens, before of after the merger, CIS countries won't or will be involved in the decision.
The same reasoning applies to Turkiye's swap. Suppose that Turkiye is interested to be in Eastern European Group. If the two temporary independent Subgroups process is followed, Turkiye will replace ACA in Eastern Subgroup. If ACA are excluded, the remaining countries of the Subgroup are Russia, Belarus, Georgia, Armenia. They are the ones that will decide if they want ACA or Turkiye in their Subgroup.
It seems unlikely that they will choose Turkiye, if ACA prefer to remain in Eastern European Group and do not want to participate in Southwestern Asian. If Turkiye decides to participate after the two temporary Groups have merged, all the countries of the new Group will be involved in the decision. The decision of the four countries mentioned above may carry more weight since they will be in the same Subgroup, Eastern.
Suppose that Turkiye's participation is finalized and the two temporary Groups merge. Turkiye will participate in the decision regarding the addition of any new members in the Group. That also includes Italy or PCB. If CIS enlargement is followed, existing members of the Group will decide for any addition. ACA are already in CIS, so there has to be a swap, Turkiye for ACA, provided that the requirements are fulfilled.
In any of the Groups, (two temporary, larger after the merger, CIS enlargement) existing members can't refuse for ever participation to any country that is designated to be in it, according to AntiNWO's plan. But they can delay the addition for as long as they want and accept a country as a trading partner instead of a member. If they delay participation for very long time, it will be almost like refusing acceptance.
