As it was expained in previous article, the main decisions are Russia's, India's and China's placement in a Coalition. For China, it seems that it has already been taken. Most likely, it will be with Pakistan, Afghanistan, Iran. Among the other two, RUSSIA's PLACEMENT is the MOST IMPORTANT DECISION. There is strong anticipation because the decision will DETERMINE to a large extent the GENERAL GUIDELINES.

Russia should be with the rest of Eastern Europe for several reasons. Without Russia, Eastern Europe is not strong enough to be the pole of Coalition D. More areas would have to be added. Russia is the bridge that connects Eastern Europe with Eastern Pacific. Most likely, at least Japan, S. Korea will be in Coalition D and probably Oceania (Australia, N. Zealand, Papua) as well.

Additionally, Russia has historical, cultural, religious, genetic ties with the rest of Eastern Europe. Although it is much better if Russia is with the rest of Eastern Europe, currently the probability of this happening is not high but not low either. It is medium. According to some sources, the chances are 50-50. That increases the anticipation because the outcome is ambivalent.

Eastern Europe could be with India, only if Russia is included. Still, it is much BETTER if INDIA is with WESTERN EUROPE. Also, India could be with ASEAN. Most likely, Azerbaijan - Central Asia ( Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan, Kyrgyzstan) will be with Russia. Eastern Europe without Russia can't be with Western Europe or North America.

A good scenario is to have Russia with Eastern Europe and Western Europe with India. Western Europe asked for India and Mercosur. Instead of Mercosur, they can get North Africa which is a better deal. Actually, the deal could become even better for Western Europe. In our arrangements, we have defined certain continuous areas that we use as parts of the Coalitions.

In most of the arrangements that we have presented, all the countries in the areas are in one Coalition. There were a few instances where the countries of an area were divided in two Coalitions. One example is ACA (Azerbaijan - Central Asia). In most arrangments, ACA were together. But in a few examples, some were in Coalition D with Western Europe while the rest were in Coalition B with Iran and China. Something similar could happen with North Africa.

Six countries are undoubtedly part of North Africa; Algeria, Egypt, Libya, Morocco, Tunisia, Western Sahara. Mauritania and Sudan are placed either in North Africa or in Subsahara. We have included Mauritania in North Africa and placed Sudan with Somalia, Djibouti, Comoros. Half (116 m) of North Africa's (233 m) population is in one country, Egypt. The other half (109 m) is in six countries.

If North Africa is with Western Europe, France benefits the most and then Italy. Algeria, Morocco, Tunisia were French colonies and Libya Italian. France and Italy retain relations with their ex-colonies in North Africa. When Roman Empire was divided, Byzantine Empire included the eastern coast of North Africa, Egypt and Libya till Benghazi and Gulf of Sidra.

Byzantine Empire was the continuation of Hellenistic Empires (or kingdoms). Although not exactly the same, their territories were roughly the same. When Romans defeated Macedonians (Greeks), Hellenistic kingdoms became the eastern part of Roman Empire. With the division of Roman Empire, Hellenistic kingdoms regained their independence as Byzantine Empire.

Byzantine Empire and Hellenistic kingdoms included all the coastal areas of Eastern Mediterranean. Byzantine culture - civilization was based on Hellenistic and had strong influence on Kievan Russes. Russia, Ukraine and Belarus originate from Kievan Russes. Byzantium was mainly Greco-Thraco-Illyrian in the first half of the millenium (395-1453 AD) that lasted. In the second lalf, it was also Slavic.

Most of Greco-Thraco-Illyrian territory was in Byzantine Empire but not all. However, the rest that was not included had strong influence from Byzantine culture civilization. Eastern European culture - civilization is based on Hellenistic (Byzantine) while Western on Roman. The area of Eastern Europe that has the least influence from Hellenistic (Byzantine) culture - civilization is Poland, Czechia and Baltic countries.

These are not in Greco-Thraco-Illyrian territory and do not originate from Kievan Russes. They could be placed with Western Europe. This is NOT RIGHT and VERY DIFFICULT to happen. These are Slavic countries and should be with the rest of the Slavic countries. All Eastern Europe has Slavic ancestry but percentages vary. Even the most southern country Greece has 25% Slavic ancestry.

Although WRONG and DIFFICULT, it is POSSIBLE to place Poland, Czechia and Baltic (PCB) countries with Western Europe. France and Italy benefit more if Algeria, Morocco, Tunisia, Libya are with Western Europe. Germany benefits more if PCB are included. Poland, Czechia and Baltic countries will be like SFA (Scandinavia - Finland - Austria) Germany's satelite states. An arrangement is presented in Appendix 56. The percentages are A 24,4%, B 25,7%, C 23,9%, D 26,0%.

Egypt is with most of Eastern Europe in Coalition D while the rest of North Africa is in Coalition A with Western Europe. Poland, Czechia and Baltic countries are also with Western Europe. It will not make much difference in the percentages where Slovakia and Hungary will be placed because their population is not large. According to the majoirty opinion that has the most suport, both should be with the rest of Greco-Thraco-Illyrian countries.

According to the minority opinion, both should be placed with PCB because they are not considered part of the Balkans. In this example, we placed Slovakia with PCB. It is on the fringes of Greco-Thraco-Illyrian territory. Hungary is with the rest of Greco-Thraco-Illyrian countries since it is not only in Greco-Thraco-Illyrian territory but also geographically clearly part of the Balkans.

Israel, Lebanon, Syria and Turkey are also with Eastern Europe. All the Eastern Mediterranean coast was in Byzantine Empire and Hellenistic kingdoms. France and Italy caused the demise of Byzantine Empire. When Ottomans (Turks) defeated Byzantines, Byzantine Empire became Ottoman. It started as ALEXANDER's Empire (Greek). Then it became a) Hellenistic kingdoms b) eastern part of Roman c) Byzantine d) Ottoman.

Kazakhstan and Azerbaijan are in D. They have the highest per capita income (ppp) in ACA (Azerbaijan - Central Asia). The rest of Central Asian countries are in B. Arab peninsula is also in Coalition B with China. There can be exchanges. For instance, Turkey could be exchanged for Central Asian countries. The percentages will reverse, B 26,0% and D 25,7%.

This arrangement has weaknesses. Some could be corrected with modifications. The point is that there are INNUMERABLE POSSIBLE ARRANGEMENTS. The DETAILS can be DECIDED in the future. NOW is the time to DECIDE regarding the BIG PICTURE, the GENERAL GUIDELINES. HOPEFULLY, RUSSIA will be TOGETHER with most of EASTERN EUROPE, if not all.

Western Europe should stop causing problems IMMEDIATELY. Only if they do that, they could GET a GOOD DEAL. Otherwise, they will get the WORST POSSIBLE DEAL that will LAST for CENTURIES. If they stop causing trouble immediately, they could get most or all of North Afrirca and have a small chance to get Poland, Czechia and Baltic countries.
